I downloaded it - can't say I see any functional changes, but I do have to rename the filetype to make sure it is compatible with the Photon.

if you compare the same file created with the two software you'll find that they have different file size.
So I think that the new version is more accurate.

What do the files really hold? Based on how the printer works, some parameters for the printer like layer times, etc. as well as the raster images for each sliced layer in binary format.

So does it mean that the slicer is generating images with maybe half-voxel versus straight-up black/white only output?

The installer shows the same information as the previous version, so nothing really solid to go on.
